I have pretty good luck on the Windows platform when I have this problem using Process Explorer (http://technet.microsoft.com/en-us/sysinternals/bb896653.aspx) to see what processes have handles against specific files. Just run it and select "Find-Find Handle or DLL" and then type in the locked file name and it will give you any executable with handles against it. I'm sure there are easy command line tools to do the same thing in UNIX I just don't know them off the top of my head.
